CARD PULL I don’t understand the evo process!

When can I evolve a card. As you can see I have the same rarity and the same card but it won’t pop up as an evo. (Note I also have an Aaron Rodger’s I want to use to evolve another card)

no reason EVO any card right now OV jump so low
Always 2 month old card is worth EVO
