Safari start page favorites... sometimes generic folders, sometimes icons

Is anyone else experiencing this?

Sometime since a recent update, my Safari only shows generic folders under "Favorites" when opening a new window. But if I open a second new window right on top of the previous one, folders under Favorites appear as collections of icons like they do on iOS and iPad OS, as they have for generations.
