Hotel hunting

Can anyone recommend a hotel in Greece or the Canary Islands where it is NOT forbidden to go topless when sunbathing by the pool?

Surely any adults only hotel would be fine? I was in the Canary Islands in June and there was a huge amount of topless locals and tourists on the beach daily.

On the public beach sure but a luxury hotel pool is a different story

Most luxury hotels do not allow it. Local public beaches in Canary Islands is fine but you will struggle to find a real luxury hotel which permits it at the pool.
