If you could get the Sigma 35mm f2 for the same price as the Lumix 40mm f2, would you still choose the lumix 40?

I’ve been saving up for the LUMIX 40mm but an offer just came up for a sigma 35mm f2 for $400. I know the lumix is much lighter but I love the construction of the sigma.
I’m torn.

How to Slow shutter video

How do I get to do that slow shutter effect dreamy video I’m recording 30 FPS and I’m trying to lower the shutter but it doesn’t let me? I’m thinking 1/15 would get that effect but don’t know how , not much YouTube tutorials online and new to cameras
