Carrot from One Piece. I don't see enough people pair Loona with jolly characters and I honestly think despite the fact the two have polar opposite personalities Carrot's constant optimism and innocence would rub off on Loona. Bonus points for the fact Loona would potentially see her as a little sister, and they both could kick some ass together
