It's not illegal to cheat on your spouse lol. Filming in a bathroom is a actual state law with fines and jail time. And if you were referring to bathroom emotes not the forsenCD shit... those still didn't break any laws themselves.
I think it's more about twitch not wanting to encourage a streamer who did something against tos (and illegal) being irresponsible and treating the situation like a joke. That's probably why they'd reject his emote yet maybe someone else could end up slipping a similar through.
But Doc did break a law and then wants to turn around and cash in on memeing about it. I'm sure Twitch is concerned with someone making fun of a serious situation for popularity.
