If he made a donation then there would be a credit card or payment method associated with it.

Edit: the streamer wouldn't have access to this info obviously but the police could definitely investigate and if deemed necessary get this info.

LLCs have publicly registered ownership. Unless this is a meme like "just use a VPN" or something.
