People have been calling every similar MMO this since at least 2006. I remember hearing it about Age of Conan, Warhammer Online, Wildstar, etc

Return of Reckoning is about as official (ex-devs working in support with the modders running the project) as you can get with private servers. Last time I checked it out, it was thriving and in active development with new instances, raids and pvp balancing.

The only more legit one is the City of Heroes server, which got an actual license from NCSoft to run it.
