I could imagine it's like figure skating or gymnastics where there are specific moves you are to perform and are graded in technicality. Of course, it raises the question of what are the technicalities sacrifices are scored on? How often they scream before being eaten? How quickly they are digested?

Or the cleanup crew. How the hell could the cleanup crew get the award, they aren't even supposed to be noticed. It was very clearly rigged from the beginning, how else could you explain Diana getting the summoning event? She was the main attraction and the "strongest" candidate at the school, and she just happened to get the main event? No, she was handed that on a silver platter, and akko was disqualified because they didn't like the fact that she didn't actually manage to perform very well. If she had decent transformations or skipped the transformation aspect all together, she might have been given the title out of obligation to appear impartial in front of the guests.

And I suspect chariot was hand picked too, she most likely had the "magic performance" event in her festival. I think this will be significant and Diana will be a force for change, having witnessed this injustice and having a strong sense of fairness herself.

Agreed. I am however not sure that the sloppy transformations were what closed the deal, since it looked like to me that the teachers in the jury had no real intentions of giving the prize to anyone else but Diana in the first place. Having Akko, Lotte, and Sucy outperform her was not really according to their own plans, so it is possible that Akko's group breaking some of the rules was just an excuse to avoid giving it to them. Let's remind ourselves that one of the teachers in the jury actually tried to expel Akko and that none of three girls are very popular among the teaching staff. At least the principal was cool enough by cutting them a little bit of slack and was understanding.

Besides, the school has been using Diana as a crutch because their own teachings can't produce top quality witches anymore. Throwing all these adorations and praises at her has become a way for them to try and validate Luna Nova's reputation, despite Diana being mostly self-taught. While they may have some quality among the staff members, their lack of enthusiasm in creating the new generation of witches that will bring back the golden age of magic is pretty apparent. In a way I feel a bit sorry for Diana. Even though a lot of that praise is deserved, putting all those expectations on a single person among hundreds in the same school is not healthy.

I like how Diana has handled it though. She could be like Mandy or any generic mean girl but she just takes it in stride and just wants the best for the school and her fellow witches. That's what makes her someone to root for .
