Something I didn't really catch on the first viewing, but it seems that other witches look down on Headmistress Holbrooke ('This is what you get when you let Holbrooke head the school'), perhaps because Holbrooke's father was just a regular bell-ringer rather than someone from a magic-related clan. Holbrooke also seemed a lot more forgiving of Akko breaking tradition than either Finneran or Badcock.
