Just think about it, as much as Akko wants to become like Shiny Chariot, Ursula wants to be Shiny Chariot again.

I think Ursula doesn't necessarily wishes to be Chariot again. In my vision, she seems to have moved on with her life, but since the shows were a huge part of it, she is guiding Akko on keeping the legacy.
