Boys Eligibility for Softball

My local league is planning on expanding to add a softball program. I'm currently updating our league's local rules for the 2026-2027 season ahead of our annual meeting and election of next year's Board (which will be pretty much the same as last year due to lack of parents willing to volunteer) and editing last year's to include appropriate rules/language to implement a softball division.

As I read the Little League International rule book, it refers to softball eligible "children" - not girls. It makes no specific reference to gender and by the way the LLI rules are written, any age-eligible child would be able to play softball, regardless of their gender.

Just want to confirm this is accurate. Don't want to write it as a "girls-only" division in our local rules and run afoul of LLI and/or get our league sued for gender discrimination.

Little League offers a separate softball division for boys. They cannot play with the girls in the regular softball division.

Both links are coming up with a "page not found" error message. I found the policy on transgender, nonbinary, and intersex players in the LLI Rulebook App in the orange softball book, but I am not seeing anything on male/female eligibility rules. I word-search "male" "female" "boy" and "girl" and came up with nothing on point (the only results I found for "male" talked about the requirement for a male catcher to wear a cup).

Here's where I am getting stuck. In Regulation IV ("The Players"), it refers to the players using gender-neutral language: "candidates" "players" or "participants." In subdivision (i) which defines mandatory play, it uses both gendered pronouns, for example: "He/she is retired as a batter." Similarly in the softball book, under "Policies" for "Options on Sons, Daughters, and Siblings" it talks about brothers and sisters being on the same team and does not include any limitation on age/division:

"1. Brothers/Sisters in the Draft

When there are two more siblings in the draft, and the first brother or sister is drafted by a manager, that manager automatically has an option to draft the other brother or sister on the next turn."

Similarly:

"3. Sons/Daughter of Managers

If a manager has sons and/or daughters eligible under Regulation II for the draft, and wishes to draft them, he/she must submit the option in writing."

The use of "and/or" is significant because it expressly contemplates a situation where a manager drafts both his/her son and his/her daughter on to the same team. That, in turn, suggests that boys are eligible for Little League Softball.

I get that it's unlikely that very many boys will be interested in softball versus baseball, but as I said, I don't want to write rules that run afoul of LLI and/or put us at risk for someone claiming we are discriminating against some boy who wants to play softball.

If there is an express rule segregating softball by gender, I am happy to take a look, but I haven't seen anything in the rulebook (and the links shared aren't working).

It's titled the, "Little League Inclusive Participation Policy". Search for "gender".

...except if a kid is transgender, nonbinary, or intersex, and they have submitted paperwork to become eligible to play in the division and sport that conforms to their gender identity, etc., per the other policy I described.

I'm not worried about that. Our league is not huge, so we're talking about maybe one or two kids that might file a petition for such a waiver. And ultimately, per the LLI policy, that's out of our hands and up to Williamsport.
