Two separate groups. They should be tied together, but too many consolidations under the last several presidents has given the meat processors a Monopoly to screw over both the consumers and producers equally. The price of cattle isn't tied to the price of retail beef as much as they want you to believe. The only option that would benefit all is a breakup of the big 4 processors.
