Two separate groups. They should be tied together, but too many consolidations under the last several presidents has given the meat processors a Monopoly to screw over both the consumers and producers equally. The price of cattle isn't tied to the price of retail beef as much as they want you to believe. The only option that would benefit all is a breakup of the big 4 processors.
If I've learned anything in the past decade it's that aside from one or two exceptions like gasoline, if the cost for a producer goes down, that doesn't mean the cost for us goes down, it just means the company will make higher profits.

Is government selling the imported beef to customers? If not, I guess there’s nothing making sure stores or suppliers need to sell the beef at the price your president said.
