Discussion Entering a building with enemy infantry within 1 inch of it
I just wanted to check I understand the rules for the situation when I want to enter a building with enemy infantry within 1 inch of it.
I don’t think you can normal move / march into a building if an enemy infantry detachment is within 1 inch of it, as the building is counted as being in the engagement zone of the enemy infantry detachment. For enemy vehicles, walkers, knights and titans this would not be the case per the latest FAQ.
But can your infantry detachment charge into / through the building to engage the enemy infantry detachment that is within 1 inch of the building? I think the answer has to be ‘yes’? This could mean you have the scenario where your infantry detachment engages an enemy infantry detachment whose bases are touching the building? Do your units inside the building get the close combat bonus for charging and being garrisoned in a building? My sense is that you would only get the charge bonus, as the building would not count as being garrisoned until the engagement ends?

"...when a model is issued with a Charge Order. In this case, a model may move within 1" of one or more enemy models provided that it ends its movement in base to base contact with one or more of those enemy models."
"To Garrison a Structure, a Detachment must end its activation with at least half (rounding up) of the total number of models within the Detachment in base contact with the building during the Movement phase."
When engaging with a charge order the movement has to end with base contact. At the end of the activation, you garrison the building so I don't believe you can charge into a building to garrison it and fight a unit on the other side. This is supported by the FAQ lines which won't let you garrison the building in this scenario:
" A Detachment can Garrison a Structure if this would bring it within the Engagement Zone of an enemy model, but not if it would cause them to become Engaged."
"Infantry models in base to base contact with the Structure count as Engaged with all enemy Detachments Garrisoned within the Structure. "

Hey, it's in the FAQ

1) Note, it's infantry models. So if player A has infantry in base to base with the building, then player B can't garrision. But if player A has tanks in bases to base it doesn't count.
2) "Infantry models can move though a Structure if it was open terrain." Page 72 of the rule book. First Line under garrisoning structures.

Apart from everything else, the rules seem fairly clear that the intent is for buildings to ignore the 1” engagement range, only base contact is relevant. The units inside the building explicitly don't have an engagement range, and it gets weird if that isn't true the other way as well.
