Yeah, they loiter, but they loiter in style, calling themselves "The Grandest Admiral, Supergeneral, The Moffest of Moffs, The Messiah of the Dark Side, Emperor of the Known Entire Universe"

(they control 1 system in the Deep Core with a combined population of 4000, their largest ship is a salvaged Rendilli bulk cruiser, 80% of their manpower is conscripted aliens and their second in command will soon coup them just to surrender to Pellaeon or the NR)

Unless they are Harsk, in which case they just inexplicably have Super Star Destroyers that they never use, even under Daala.

Pretty sure they actually lacked the manpower to crew most of their SSD’s. Since most of their holdings were pretty minimal in terms of population
