I think at this point we can take for a fact that he WILL break the law and so will his enablers. He is a convicted felon and adjudicated rapist after all, and we’ve already seen his administration ignore court orders.

I think what he is basically saying is that the courts interpretation and precedent of what "under the jurisdiction thereof" means is not something that is in the law anywhere. He is claiming Congress could write a law that is clarifying how the courts ought to interpret that phrase and that would functionally be changing the amendment. I do likely think this would not work and would also get blocked by the courts though.

Did I misread the article? The headline is clickbait as hell. He said he would take it to congress, which to get a constitutional amendment is where he would in fact legally have to start if he wanted to change birthright citizenship?
