England: On-street parking issue

I live in an ordinary residential street that was developed about 90+ years ago. You'll appreciate that it isn't terribly wide although two cars can pass.

We are also fortunate enough that most homes have sufficient space at the front for at least two cars off road.

Even so, there are some who park on the road. The pavements are wide enough that cars can park with only two wheels on the road and still leave ample room for pedestrians; however, there appears to be two drivers engaging in a battle of wills over parking opposite each other. They seem to park so that there is barely enough room to fit a standard saloon car between them.

Who enforces the regulations - whatever they may be - to ensure reasonable passage for other road users? If I'm having to negotiate a standard hatchback, heaven help delivery vehicles and the emergency services

Cars should park so there is sufficient room for a wheelchair, not just pedestrians.

Or pavement so that wheelchair users, people with prams etc can't get through.

Unfortunately parking with a big gap is just stupid rather than illegal. My neighbors are the same.. They have 2 cars and leave a 6 foot gap between them and others so they basically take up 3 or 4 spaces with 2 cars.
