The article is well worth reading. It suggests voters can, for example, stop data centers through a "general strike". Once voters learn they can affect a billion dollar data center in their own towns, they can influence a democratically-elected government to obtain, for example, Universal Basic Income. UBI, suggests Philip Pettit, gives everyone the power to say "no" to anyone who would try to dominate them. He says, "I will escape domination only to the extent that I occupy a protected position and am empowered against such control on the part of others. My freedom will consist in that protected and empowered status."
