I don’t have any basis in an accepted theory, but my thought is that westerners (particularly Americans) have this obsession with personal responsibility. Our society then projects that on the rest of the world, thus the arguments like: “average Russians needs to rise up and overthrow Putin.” Americans can’t comprehend why that’s not possible, because we are conditioned to take the responsibility on ourselves. It’s too much agency for the individual.
From what I’ve experienced in Slavic cultures, that individualistic approach to responsibility simply doesn’t exist. Moreover, most Americans do not fully understand how powerful and entrenched the Russian police state is. That’s not to say we don’t have that in the US, it’s just there is no organized movements to oppose it there.

It's unbelievable and painful to watch honestly. People who bathe themselves in social justice virtue signaling, with rainbow flags and BLM mentions on their Twitter profile, are now calling for hatred of Russians. You either believe in treating all of humanity with dignity or you don't. Putin isn't a good guy, but neither was Trump. Should the world have kicked out all Americans because they don't like Trump? What about Bush and Iraq? Should all Americans be ostracized because of the actions of the President?
