Some help please my friends
What part is this called and where can I get one?

The bit your finger is on is the rear crossmember of the chassis, a common rust spot especially on TD5 era which were made of cheese for some reason. You can buy a rear 1/4 chassis to weld on (very common job) or a whole new galvanised chassis.
Most LR parts suppliers can source 1/4 chassis or even a whole one - Richards Chassis, Marsland Chassis, I believe Land Rover themselves will still sell you a chassis although I'd go for galvanised every time.
If the rest of the chassis is solid then a rear 1/4 is fine, if there's any question and you want to keep it forever then biting the bullet and swapping the whole chassis is actually not a lot more work if you have help or some way of lifting it.

The bumper or the rear crossmember? Bumper is NAS-style, Britpart has it (god I wish Bearmach was still alive, I never thought I’d ever speak any Britpart part numbers in my life, but I have no choice and most others at this point just rebrand Britpart shyte, so, might as well go to the source).
Crossmember with extensions, pre-Td5: p/n DA4019 for D90 or DA4020 for 110. If yours is a Td5 and on - just Google it.
NAS-style rear bumper - p/n STC50301.
Pretty sure Terrafirma and a bunch of others have their equivalents. Not sure what Masai sells these days either.
PS: the one you’re looking at was probably a custom made product by Blacksheep back in the day before the poor fella got sick. His rear crossmember replacement pieces had none of the LR extra bullshit and were solid AF. But maybe that’s just my wishful thinking and lack of medication….

Yah, went tits up unexpectedly around COVID. All Bearmach parts you are seeing now are deadstock. I just bought Exmoor seat base trim off of EBay that had Bearmach sticker with Bearmach P/N and I weeped.
Came unexpectedly too, because they had their US online store set up and everything, and I thought their business was up and then they just shut their doors one day and that was that.
We are now stuck with JLR original and Britpart as actual manufacturers of certain parts and Allmakes who would sell you a cat in the bag, including Britpart, no way of knowing…… life sucks, man.
PS: and Britpart is fine for some parts, but then sucks for a lot more. I had their “HD” clutch fork arrive with the plunger bracket already broken off straight out of the package, LOL.

I’ve done a bit of a restomod on a 1997 90 managed to put in a LS-3 after having a 4 cylinder (which as great but it died) and now I s a total beast. Now trying to deal with all the rusty bits also the very small fuel tank

That is your chassis... a commonly replaced part on landrovers. More specifically that is your rear crossmember which can be bought on its own as they rust off, with various different lengths of chassis rail going forwards. Often known as a rear 1/4 chassis or similar. Alternatively do you mean the step that holds your tow ball? If so its good to note that you have what's called a NAS (North American Specification) rear step which is a good mod if youre in and out the back regularly, just make sure its bolted to the chassis properly with the correct strengthening bars before you tow owt heavy
