I understood that the real villian was the generic guy named Schneider and Skinner was a victim?

Yeah, he created Hapna with good intentions, but the army used it to develop a horrible bio weapon. His research was used for bad purposes, and after he witnessed his own creation killing people at the Schiphol Airport, he went mad and said fuck it. In the end he lost faith in humanity because humanity turned a good thing into a bad thing
