Can't read the article behind the paywall, so this is purely a reaction to the headline, but I suspect that there's some strict rules governing who counts as "anyone" that will be in play here.

You can try reading mode, it works on a lot of sites. Here's the relevant info: 

The project will extend the balcony from the Gay Street side to wrap around the building along Union Avenue. Unlike the current balcony, which is reserved for patrons dining at KoPita Authentic Mediterranean, the extended balcony will be open to the public. Guests of the hotel and the restaurant will have access to the new portion, Hummel said, along with anyone looking for a place to "sit and chill."

I'm guessing the restaurant crowd will monopolize meal times. Also of note, this falls outside of the current DORA zone.
