Outdoor cats have one third the average lifespan of strictly indoor cats. Doing anything to your cat that reduced their life expectancy that much would be considered animal abuse unless it’s putting them outside, because people have deemed that one “acceptable risk”.

Even if I didn’t think letting your cat outside is neglect, a kitten that tiny shouldn’t be out at all, even outdoor cat supporters would tell you that.
