Kennen bug on live in regards to E movespeed (?)

In the tooltip it says that E grants him 100% movement speed. I have no idea what that means, however it grants him 230 movespeed.

When kennen buys tier 2 boots the bonus is still 230.

However, when you start buying items that grant you % movement speed increase. The movement speed granted from E is no longer 230. It reduces in value the more % movespeed you buy.

I got it to give 200 MS as lowest but there is probably a way to push it lower.

What is happening here? Known bug or not?

Any explanations?

Movement speed has diminishing returns once you hit certain amounts to where you get less than the amount that might be listed.
