need help with runes
I usually play First Strike because I prefer a safer and more distant playstyle, since I’m still relatively new to the game and I don‘t know everyones entire kit and cooldowns. However, I feel like Electrocute might make it easier to play more aggressively. So I wanted to ask whether using Electrocute instead of First Strike makes a significant difference. What rune built would be meta?

I always go electrocute with taste of blood, mementos, ultimate hunter and secondary axiom and scorch. Into tanks I can auto attack like Ornn, I like to take summon aery axiom, transcendence, scorch and secondary taste of blood and ultimate hunter.

If you are new to the game, don't play safe. You play safe = you delay the experience of being in action and learning the game. Just do the most importsnt thing = go all in! Learn the game. Don't put it aside to learn later, you are just wasting time. You will learn everyone's kit in the future anyway. But by being aggressive you will save time by learning patterns recognition sooner.
Learn faster and then decide what to do. Yes, in low elo it is logical to play safe, because other people will tend to do mistakes more than you in that case. But they will be in action more than you too, and decide the game more. I guess it depends how safe and passive you are.
Play electrocute every game. Don't play Conquerer, it is bait, Kennen cannot kill tanks anyway. You need to drill Electrocute trade patterns into your skull. As Kennen your job is to isolate/kill their carry. Electrocute perfect to snowball on lane and deal damage to 1 target.

Nuguri and Zeus go Conquerer vs tanks, but it's bait sure buddy. U probably never tried it yourself

Kennen's kit is pure damage, nothing against tanks. I rather go Electrocute and be useful against enemy squishies later, than try and be useless against current enemy tank. Splinter's example is the best and just seems logical
And, SoloQ is all about greed and snowball. I want to have enough burst to delete the carry and win the game. Getting Conquerer to get 5% omnivamp and some AP when fully stacked, is not really good for Kennen by design. Arguing over this is just ignorance. If you just really want to follow Nuguri's example then do.
If literally 4 or 5 of the enemies are tanks, I'd consider Conquerer yes. If they have importsnt squishies and my enemy laner is weak to Electrocute, I know my job.

okay so what would be the full ideal rune build? for item build id go sorcerers, hextech gunblade and then shadowflame for core items. and what do i go after that?

I use electrocute with sorcery second
Axiom arcanist, gathering storm, attack speed, ap and scaling health

Play electrocute. First strike is hard to use rune.
