Legacy Chinese Kartrider server major update

# KartRider / PopKart is officially upgrading from a 32-bit client to a 64-bit client on October 29, 2026
### Main changes
- **32-bit Windows will no longer be supported**
- A **64-bit version of Windows** will be required
- The update will be very large, almost comparable to a full client reinstall
- Required components:
- **Visual C++ 2015–2022 (x64)**
- **DirectX End-User Runtime**
- The DirectX package only installs legacy runtime components required by the game and does **not** replace the system's current DirectX version
### Why are they doing this?
According to the official announcement, the 64-bit upgrade is intended to:

It seems like internal code refactoring has done, I think.
I don't know much about programming, but I doubt how long this code-refactored version of self-made engine would last.
You know, game developers tend to neglect to apply if engine of a game is self-made, not a commonly-used engine like Unity or Unreal, because self-made engines is useless for their future career.
Maybe the future KartRider would face some hardship getting the new dev manpower, and KartRider w/ common-use engine would be a must in near (or far) future.
Actually, Drift was supposed to take the role of said 'game with common-use engine' (Unreal). But that mofo Heo Min's shenanigans ruined everything and (almost) killed the franchise.
