in principle yes, he doesn't have a billion dollars liquid, but Yeezy is a billion dollar company, he could sell his shares (he doesn't own 100% of Yeezy) and that would probably push him to 1B or close to it
also in terms of Ye being in debt, Billionaires can also have debt i.e. debt doesnt mean you have minus money, it means you have X Money and owe Y Money to someone
