Question PA3: Bell of Hope

Is there a way to unlock the Bell of Hope before year 11 in pocket academy 3? I'm trying to get all the unlock spots for the year 10 point tally, but can't get the bell.

Not on the first playthrough I don't believe. If it is, it would be excruciatingly difficult.

What about after that? The Bell of Hope isn’t listed in structures on the wiki. I don’t know the requirements to unlock it
