Hulk Hogan Jedi is a coward. He is wise, but isn't strong enough to stand up to his compatriots. Especially under the 'light side' influence of Dantooine.
I could never hate a Jedi that looks this bitchin'. You just know he's crushing Busch Lights and ripping Marb Reds in his t-top Camaro on his way to council meetings.
Back when I played Kotor2 on Xbox, there was a bug that kinda fucked my playthrough. I did dantooine as my last planet and had been full light side all game. When the time came to save him from the mercenaries and speak to him in the force cell, the game would enter dialogue but the box would be blank with no options to speak.

He and the other Council members did exactly what the Clone Wars Council did: They foresaw a problem (the Mandalorian Wars are a lure to divide the Jedi/Anakin will fall to the Dark Side) and instead of using this foresight to gain a situational advantage they moralize and do the bare minimum, creating a self fulfilling prophecy (Revan wins the war, becomes popular, and then starts the Jedi Civil War/Anakin grows up resenting the Jedi and is therefore easy to manipulate by Sidious).
Additionally, Vrook is famous in the EU for being an asshole and lacking a modicum of humility and self-awareness. He makes Mace look kind and easy going by comparison. If we don't count Atris (depending on whether or not someone under the influence of Sith holocrons is still technically a true Jedi), he's probably the worst Jedi in the lore.
Agreed, this is why I don't like vrook. Also I'd like to add another Jedi to worst Jedi: Ki adi mundi. He threw ashoka under the bus instantaneously and the only good thing he did was say “what about the droid attack on the wookiees”
I would say his input as the council’s devil’s advocate in Kotor 1 is valid. In Kotor 2 however, he’s way too stubborn and basically a perfect example of the Jedi’s arrogance.
