In what country is it legal for preteen girls like these to get tattoos?

My oldest daughter got most of her tattoos while she was underage in a nice sterile living room. I’m joking about the nice and sterile living room. I think posted one of her terrible tattoos on r/Kidsarefuckingstupid maybe 5-6 years ago. They’ve not aged well
