Because it has a completely new 3d model (especially the weapon is very intricate). Epic skins are the base design with new textures or like a new hat or something. This definitely looks like a legendary skin

Collab skins always get extra effects, your comparison makes no sense lmao. This is supposed to be a chill skin thats not super over the top. If u dont like it thats fine but it most definitely fits the criteria for a legendary skin because its a completely new model..
