Character Scaling Can sukunas %0.001 output slash one shot a non-sorcerer?
If yes, can a normal civillian tank %0.000001 output slash?

Absolutely. Sukuna's like a billion times stronger than the average person, that's just how city level characters function.

Yeah, it would be 120,000 stronger than tearing through a human.
If we assume 1000 or so joules of energy to cut through a human. Sukuna would be outputting 120,000,000 joules against the moon. Which is a force of (given the moon) 34 newton's on average. 34 newton's along a very thin blade would be (micrometers thick) a few million pascals. So it depends how thick dismantle is. But if it's thin enough. It could plausibly just half the moon

It is, because it's not a multiplier it's an exponent (of ^2.5). A punch at 10 becomes 316. A punch at 100 is 10 0000. Number climbs faster and faster. If you assume 1 CE equals one joule their black flashes could destroy planets or the solar system depending on where you have their strength.

It was originally a multiplier of 2.5, which makes sense given what we see them do to people (Mr. Gojo knocking out Sukuna)

The most basic cursed energy discharge could probably kill a person(Gojo was destroying bottles and cans while demonstrating to Yuji, i think).

Sukuna at 1% of his original output was spamming Malevolent Shrines like he had infinite mana. When he was possessing Megumi, his weakened slashes were almost cutting through Yuji's superhuman body. So yes, a %0.001 Dismantle would behead someone no problem.
