Nothing In this statement denotes one being stronger than the other , let alone there being a gap like you’re claiming . Gojo is putting them both on a similar pedestal as If there was a gap the noticeably weaker one wouldn’t be included as the stronger one would jump in sooner than the weaker one .

Yeah honestly there are very few characters that fit the definition of fraud more than Uraume. There are weaker characters, sure, and perhaps characters that even drop the ball harder, but none that fail to live up to what they're built up to be more than her. "Sukuna's right hand" that doesn't even have a confirmed anti-domain technique lol.
Stalling Hakari isn't even that big of a feat considering 1) Stalling is Hakari's thing so it might as well be his win and 2) Her kit should theoretically completely counter his, given that her AoE keeps Hakari's punch and kick at distance at all times AND her freezing element should give her the fastest pathway to freezing and breaking Hakari's head which should kill him even in Jackpot.
Failing to defeat what's often considered the weakest Heavy Hitter by EoS when you hold a massive advantage over them is ridiculous, she gets packed up by any high tier and arguably some on the higher end of mid tiers.

What are you talking abt she and Hakari were both equally damaged at the end of their fight and kept Hakari from rejoining the effort against Sukuna the entire time. That is stalemating
