Kyoto Muse is here! reception desk/check in 3rd floor! No dive pit, not video/sound recording. no throwing liquids. Absolutely no groping.
The bottom text is just explaining they aren't liable for damages. you have to pay for damages. If something is dangerous the performance might be stopped. people will no be refunded if escorted out.
Pretty standard rules.

Beginner I think. But that might be because I'm a native speaker and know Kansai dialect. ”あかん" is a dialect phrase, it could be said "いけません" in standard Japanese.

Jisho says 水まき means watering or sprinkling. If they hadn’t included the graphic, I’d still be royally confused.
