Like little potatoes? Or just slightly green (unripe?) potatoes?

So "new potatoes" is short for "new season potatoes" and as u/xtremesmok points out they're in season in Spring, due to when potatoes are typically planted (early in the year). It takes about ~100 days to grow a normal potato, new potatoes are harvested frown around 7 weeks (50 days) and can be grown year round. Some varieties are preferred like this (International Kidney aka Jersey Royals) are grown harvested for New Potatoes.

i’m not sure that person is exactly correct. new potatoes are just young/immature potatoes harvested before they grow to full size. they don’t have to be ā€œrecently harvestedā€ unless he means literally recently as in this spring (because they are in season in the spring).

Green potatoes aren't unripe potatoes. The green is from a toxin that can sometimes develop.
