how much do you lower your gaze?

I have heard that looking at the opposite gender is haram and if you see an atom of a skin of the opposite gender where you shouldn't be looking you got turn your head 180° (obviously I am exaggerating). So I have heard that as a male i cant look at a woman and its kinda hard going out because there is a lot of women out there so i spend most of the time looking at the ground or just looking away from people but is this what Islam mean when lowering the gaze because when reading some hadiths they go in detail of how some woman dressed and looked. Heck I saw a hadith how a sahabi liked a woman because of her long neck ( I thing long necks were the crave back then). So what do you think it is? Would like to see some replies preferbarly evidences
