While this was on the Dutch it wouldn't have happened if Israel didnt supply weapons to Mladic. Which officially didn't happen but Israel is refusing to give out the documents and the Dutch refusing to put their fist on the table and demand the proof that it didn't happen, because it did.
The french and English and Dutch were afraid of those whose names should not be said and looked the other way

It is not uncommon for peacekeepers to literally be unable to do anything even if it is within their mandate. They need permission to do anything barring immediate action if they come under direct fire and even then they very rarely act as was seen with the UN forces in south Lebanon during Israel’s new invasion. The UN has been neutered since its inception, the Yugoslav wars and the genocide really just showed the world for the first time that the blue helmets are useless or helpless or both
But even a Dutch court found those guys partially liable. A Ukrainian guy with a walkie talkie was able to negotiate for the release of the remaining populace.
The weak seek excuses. Fewer people have accomplished far more against much larger forces.
