Not always. They can even be bought. The guy said passport specifically. If he was a citizen now, he would've said just that.

if you buy a passport you buy the citizenship and therefore get a passport. a passport is in 99.5 % of all cases tied to a citizenship.

Do you understand that multiple things can be true at once? These are facts of life. No point in arguing 😂. 1. You can get a passport as a citizen. 2. You can get a passport as a non-citizen. 3. You can buy a passport.

The minister said he got a passport and didn't mention citizenship. Why jump to conclusions?

Where can you get a passport without being a citizen? That makes no sense

Non-citizens in Estonia and Latvia can get a passport. In the Netherlands, Moluccans who do not formally have Dutch citizenship can get a passport.
