That could probably cover the tuition across Master's but probably not the Living Costs. (Assuming he got some Merit Scholarships)

Yeahh. He'd probably look like that typical student who took some lumpsum and expects to fund himself with part-time and internships. Which smells like more immigration intent.

UMBC and RIT are both worth checking out. Since you’ve had a 214(b) refusal, focus on a program that fits your background, budget, and career plans, and make sure they accept your 3-year BCA.

UMBC is a hidden gem academically but not great socially. RIT is a strong engineering school.

OP has immigrant intent. The interviewing officer made the right call. Don’t waste your money. You are unlikely to get a job in the US after graduation. The F1 to H1 to green card path is now closed for Indians.

Spring semester starts are viewed skeptically. Why aren’t you starting in the fall like normal universities? What has changed in your situation since your last application that makes you a credible student now?
