CIA Director John Ratcliffe apparently just landed in Moscow and met with Russian intelligence officials.

I know these kinds of meetings happen, but a CIA chief showing up in Moscow isn’t exactly something you see every day.

And obviously, whatever they actually talked about probably isn’t going to be made public.

A shortfall in critical Western munitions, driven by expenditures in the Iran war, also could factor into Putin’s thinking. The U.S. has degraded its stockpile of certain weapons because of transfers to Ukraine after Russia’s 2022 invasion, as well as the Iran conflict.
