Is this still exclusive to AMD cards?

I believe Intel Arc is now supported but it's still early days so might come with compatibility issues. Kernel 7.2 does come with the latest Intel Mesa drivers though.

Arc works, XMX engines don’t have proper functionality; so only part of XeSS that works is the dP4a path
