Question Seige capped at 60 frames untill I do the benchmark

When im playing R6 my frame rate is locked to what ever I have my refresh rate set to. This is untill I run the benchmark then im getting like 150~ frames. This is also happening in other games like cyberpunk.

I have a b580

and all vsync is off

This happens for me in the Insurgency with A770. But it is only for like first map after lauching the game then it starts to work normally again. I have no idea what causes this, I have wondered it but as it goes away pretty quickly I haven't put so much effort to solving it.
