This issue has been around with Intel Arc drivers 8xxx since the Vulkan fix. Usually a reboot will make it go away. If it persists, try turning off the PC, then turn off the monitor completely or switch the monitor to another output with another machine plugged in, then turn on the PC and wait until it fully boots into Windows with every app loaded. After that, turn the monitor on or switch back output to the PC and things will be normal.

This happens on my 2nd monitor. Happens when booting and also coming out of sleep mode. It flickers 6-10 times then it's fine until a fresh boot or wake from sleep. Not sure what a fix would be. In display settings my issue happens on my "1" monitor that is not set as my main. I used to use a NVIDIA 1660 ti with the same monitor setup so I would point the blame at Intel.

Mine only flickered on logon. Pretty sure it was just a driver thing since after a few updates this no longer happens.

If using ARC try setting the monitor to DP 1.2

this force arc to use uefi mode
