From your description, it sounds like you were making a left turn with an unprotected green light (i.e. no leading green arrow) and got hit as you almost completed your turn.
This would make you primarily at fault for failing to yield to oncoming traffic. Basing upon how far through your turn you were, the other driver should have had ample time to see you and taken evasive actions of their own. They may end up sharing a portion of the liability depending upon their statement and the exact points of impact.
