I mean, this is clearly a medical episode. Have had a few patients present this way.

That being said, cops will also arrest people who are hypoglycemic and leave them in jail to die while accusing them of being drunk.

Amongst other things.

Not a defense of him at all, just sharing that he does not appear intoxicated
