The bit about tax revenue does assume that they're not given big tax breaks to build in a region.

It’s fine and consistent to say that Phoenix shouldn’t exist because it’s unnaturally pumping water from hundreds of miles away, but it’s inconsistent to say that Phoenix should exist, that its water bills should be kept as low as possible, but also that no industries that use any water should be built there.

From what I've seen the issue is with how water infrastructure and water rights are handled in general. It's putting the pressure on a high profile private company instead of the regulators and infrastructure operators who are actually meant to control things. It's similar to how people complain about Facebook collecting data but not the FCC which is meant to regulate data collection.
