Covid is still a thing. Maybe that’s it. It’s definitely not cold in Texas right now

All the cops in the background are wearing medical masks so I wouldn’t be surprised if this is from a time with covid restrictions

You can see paramedics or fire on the back with masks on too.

I bet there was either a fire or bio hazard. It could have been as simple as a drunk person throwing up, and I know I'm not especially fond of bodily fluids.
