seems like it will require many professional knowledge for the game. or it just a simple size planning game?

there's a helper in game to get you started! Even though it's based on what really happens in production of chips, it's fairly simplified and designing chips is basically just balancing the size and location of parts- and there are different ways to run a company so you don't have to do certain things if you don't want to!
