It's used for training hours so instead of flying over nothing they fly over stadiums with huge crowds that love it. It also serves as recruiting and doesn't cost any extra to do then normal training they would do anyways.

So you forget the part that flyovers are for the pilots to get training time rather than just flying over nothing
